Membership of IUFRO is open to any institution concerned with the promotion, support or conduct of research related to forests, trees and forest products.
IUFRO's main bodies have relevant key functions to enable and support the Union's work including execution, decision-making and facilitation. The three main bodies and their members are described in this section.
IUFRO Board
The IUFRO Board is the executive organ of the Union, ensuring the functioning of the Union.
International Council
The International Council (IC) is IUFRO’s highest decision-making body. It consists of representatives of each country that has at least one Member Organization.
IUFRO Headquarters supports, facilitates and coordinates the work of IUFRO’s governing and scientific bodies.
The Board takes note of the advice and recommendations of the International Council and takes any necessary action to ensure the functioning of the Union. It approves the budget and the income and the expenditure of the Union, advises the International Council on appropriate rates of membership fees, oversees agreements made with other organizations, and approves the appointment of IUFRO officeholders that are not elected by the International Council or appointed by the Division Co-Coordinators. The Board normally meets whenever a Congress is in session and at least on an annual basis between Congresses.

The International Council (IC) is responsible for advising the President and the Board on major issues, including strategies and policies. Among its tasks and functions are determining subscription rates and membership fees, electing IUFRO Voting Board members, deciding the place and approximate date of the next IUFRO World Congress, ratifying decisions made by the IUFRO Board, approving changes to the IUFRO Statutes, and performing other relevant functions.
Following every IUFRO World Congress, a new council is appointed through a nomination process, where each country in which there is at least one Member Organization is entitled to nominate one representative and an alternate representative to the International Council, who are chosen by the Member Organizations of the Union in that country.
IUFRO Headquarters are responsible for conducting the business affairs of the Union, managing its financial affairs, facilitating communication within the network and with stakeholders and the public, facilitating and monitoring the implementation of the IUFRO strategy, coordinating activities with other international agencies, and disseminating research outputs. The Special Programmes, Projects and IUFRO-led Initiatives also form part of IUFRO Headquarters.
IUFRO Headquarters currently consists of 17 permanent staff from eight countries (Austria, Canada, Costa Rica, Estonia, Germany, Serbia, Spain and The Philippines).
